Workshop Agenda


Day 1 of this 1.5-day course addresses the SPCC Rule and how to get your SPCC Plan compliant with the EPA and your Pollution Liability Insurance provider. Though we will abide by the time-driven agenda shown below, we will focus on any "hot button" issues that arise within each time period and we will do so in a relatively INFORMAL manner. If time gets too out-of-hand, we’ll table such topics to Day 2, as needed.

Day 2 begins with a short presentation by a local Spill Response / Haz Waste disposal firm, who will discuss the importance of having a responsive third-party spill responder and what they can do, in the event your Facility Response Team is overwhelmed by a large spill. The rest of the day will be spent making sure that all attendees get the help they need to correct Plan deficiencies or any other issues that an EPA Inspector might catch during a facility inspection. Though the official agenda ends at noon, the room is reserved for all of Day 2, so that the needs of all course attendees are fully met.

During both days, there’ll be short BREAKS and refreshments. It’s okay to take needed bathroom breaks or grab a snack or beverage DURING the course, because a structured but INFORMAL teaching environment works best for everyone!

Post Workshop - Within a week after the workshop, we will email you a Course Completion Certificate that confirms the number of valid Professional Development Hour (PDH) credits earned. Because PDH credits may vary with each attendee (ie, some may stay longer on Day 2), the certificates are emailed to you after taking this course.


8:00 am to 8:30 am:

8:30 am to 10:30 am: History and overview of the SPCC Rule and qualifying criteria that determine whether or not a facility needs an SPCC Plan (Plan). Demonstration of our proprietary algorithm that quickly / accurately makes "exempt / non-exempt" SPCC facility determinations. Often misunderstood Plan requirements such as the 5-year Review and the overall (non EPA) benefits to having and maintaining an effective Plan.

Facility inspection and preparation of your Plan, to meet the requirements of the SPCC Rule. Qualified Facilities and how they can self-certify without a Professional Engineer (PE). The five required PE attestations for Plans that can't self-certify and require preparation by a PE.

Definition of a Facility and a thorough discussion regarding the crucial Facility Diagram. Thorough discussion of sized and general secondary containment (SC). A discussion of environmentally-compliant SC solutions that can save tens of thousands of dollars in construction and operational costs - what IS "sufficiently impervious"?

10:30 am to 10:45 am: BREAK

10:45 am to 12:00 pm: Spill PREVENTION measures, with strong emphasis upon oil/fuel handling and Loading - Unloading Area transfers. Environmental equivalence. Spill CONTROLS, spill response COUNTERMEASURES and spill resporting.

12:00 pm to 1:00 pm: LUNCH (self-paid break on your own or with others)

1:00 pm to 2:15 pm: Category 1, 2 and 3 Tank Integrity Inspections, using the Steel Tank Institute's latest (2016) SP001 Standard. How to find an ethical / qualified tank inpector, who will spare you unnecessary / costly formal inspections. The tank inspection and spill prevention advantages of achieving Category 1 status for all tanks. Facility security, with an emphasis upon economically deterring opportunistic vandals and disgruntled employees.

2:15 pm to 2:30 pm: BREAK

2:30 pm to 3:45 pm: An overview of the EPA Inspector's Checklist, a discussion of what to expect from an EPA inspection and the EPA's Top 12 SPCC violations. An INFORMAL discussion of identifiable weaknesses that attendees discover in their Plans and associated economical solutions / best management practices (BMPs).

3:45 pm to 4:00 pm: BREAK

4:00 pm to 5:00 pm: Q&A / Breakout session, to address loose ends from earlier in the day.

5:00 pm: Day 1 ends

8:30 am to 9:30 am:
Presentation by the L&R Group, LLC (spill response and waste disposal).

9:30 am to 10:30 am: Q&A / Breakout session for those Plans with unresolved deficiencies.

10:30 am to 10:45 am: BREAK

10:45 am to 12:00 pm: Q&A / Breakout session, to resolve remaining Plan deficiencies.
Official end to the Workshop.

12:00 pm to 1:00 pm: LUNCH (self-paid break on your own or with others)

1:00 pm to 5:00 pm: OPTIONAL (free) extension for attendees who need more help.
